Analyses show that construction began in April and that the North Korean ruler probably only inspected the flooding of the construction site

North Korean leader Kim Jong Un's boat tour through flood damage last month, which went viral after his collision with a tree, focused on concerns about a secret new construction project rather than the ongoing humanitarian crisis, an investigation by NK Pro has found.

An analysis of Planet Labs satellite imagery by NK Pro shows that construction began in April near a pandemic-era disinfection facility, possibly as part of plans to expand or replace the quarantine center.
