Woman allegedly insulted South City family in viral videos and asks for settlement

ST. LOUIS, Mo. (First Alert 4) – Doorbell videos showing Judy Kline harassing and verbally abusing a south St. Louis family in 2022 led to local and federal charges. Now, more than two years later, Kline, 55, is expected to plead guilty in the federal case.

According to court documents obtained by First Alert 4, Kline is expected to plead guilty and receive a lesser sentence due to her mental health issues. She is scheduled to appear in court on Thursday.

In 2023, Fatima Suarez shared doorbell videos of Kline harassing her family. In several incidents, she banged on the door, including with a hammer, went through the family's mail, and made threatening and racist statements.

“You're not an American, get off my property,” Kline can be heard saying in one of the videos. The incidents occurred in 2022, but it wasn't until the videos went viral that charges were finally filed. The case highlighted the challenges and problems facing the St. Louis District Attorney's Office (CAO) at the time.

Kline was charged by the CAO with burglary, criminal damage and unlawful use of a weapon. The city case has not yet gone to trial.

Kline was subsequently charged with civil rights violations. Court documents now show a mutual agreement between the defense and the prosecution on a deal. The memorandum states, among other things:

“There is no doubt that Ms. Kline's actions were extremely serious and, as evidenced by police body camera footage and medical records, were driven by delusions. When she was taken to the hospital after her fourth arrest, medical staff noted that 'Ms. Kline held a delusion that she had rights to her former childhood home and paranoia about her family, whom she accused of keeping the home from her… This belief appeared to be related to a paranoid delusion that her siblings were attempting to harm her as a result of her adoption and were illegally overriding her rights to the home for their financial gain.'”

Land records show that Kline's family once lived in this house.

According to court records, Kline has been living in a nursing home since her arrest and has complied with her release conditions prior to trial.

According to court documents, the recommended sentence is five years probation.
